THE DECISION

Having read the report, including its recommendations and proposals, and following consideration of all other relevant matters, the decision-maker made the following decision.

1.

 4

To approve the proposals / recommendations contained in the report

without modification as set out below.

To approve the allocation of £156,000 of the funds available under E-Government Foundations for the resources to implement the Information Management Strategy.

REASONS FOR THE DECISION

There are strong imperatives for an Information Management Strategy.  These drivers include legislation, regulation and the need for improved efficiencies.

Without additional resources the Council runs the risk of being poorly prepared to respond to queries under the Freedom of Information Act when it comes into force in January 2005.  The timetable for this work is critical if we are to meet the Freedom of Information Act, requiring any information appropriate to the public to be available.

In addition other operational benefits, which could be achieved, will be missed.

The task is vast and complex for this size of organisation, and the Information Management Strategy clearly lays out where we currently are with the management of information, where we need to be and what we need to do in order to get there.

DETAILS OF ANY ALTERNATIVE OPTIONS CONSIDERED AND REJECTED

The alternative option, other than do nothing which was rejected when considering the Information Management Strategy is to carry on with the present limited resourcing.  The risks of following this course are highlighted by this report.
