THE DECISION

 

Having read the report, including its recommendations and proposals, and following consideration of all other relevant matters, the decision-maker made the following decision.

To approve the proposals / recommendations contained in the report

 

 

without modification as set out below.

 

 

 

 

 

 

 1.

Subject to confirming that there are sufficient resources available when the budgets for 2005/06 are finalised, to approve, in accordance with Financial Procedure Rules, capital expenditure estimated at £31.105 million (phased £17.248 million in 2005/06, £9.432 million in 2006/07 and £4.425 million in later years) for the following schemes:

To note that the total expenditure of £31.105 million will be met from the unapproved Section of the Housing Revenue Account (HRA) Capital Programme that was approved by Council on 17th November 2004 and that, following approval of recommendation 1 above, only 5% of the estimated HRA Capital resources for 2005/06 and 47% for 2006/07 remain to be allocated.

To authorise the Head of Housing Services in consultation with the Solicitor to the Council to arrange and enter into suitable contract arrangements for the provision of these schemes and to do anything necessary to implement this decision.

 

 

REASONS FOR THE DECISION

 

 

 

Financial Procedure Rules require that all schemes with a total value of more than £100,000 be approved by the appropriate Cabinet Member before they can proceed. Schemes over £200,000 need to be approved by Cabinet. Although some schemes described in this report are estimated to cost £100,000 or less they are presented in this report for completeness prior to tenders being invited or contract arrangements made.

 

     

The proposed schemes will directly or indirectly improve the living conditions of around 11,000 council tenants’ homes. 

 

 

DETAILS OF ANY ALTERNATIVE OPTIONS CONSIDERED AND REJECTED

 

 

 

The views of tenant representatives have been obtained during the consultation process on the Housing Revenue Account (HRA) Capital Programme and in the formulation of the H.R.A. Business Plan.



These were supportive of schemes of this nature. The alternative option of not undertaking the work will leave the properties in their present condition and would not accord with the tenants views expressed during the consultation process or with the Council’s policies of providing decent homes.
