THE DECISION

Having read the report, including its recommendations and proposals, and following consideration of all other relevant matters, the decision-maker made the following decision:

 

(i)

Subject to approval of a virement of £750,000, by Council on 21 September, to approve in accordance with Financial Procedure Rules, capital expenditure of £750,000 in 2005/06 for the implementation of the verge parking programme, and

(ii)

to delegate authority to the Executive Director of Environment (following consultation with the Director of Resources and the Cabinet Members for Environment and Transport and Housing and Homes) to agree the final allocation of funding to meet the objectives of the programme set out in this report.

 

 

 

REASONS FOR THE DECISION

 

1.

£750,000 was allocated at full Council in February 2005 and included in the Environment and Transport Revenue budget.  However, this work is capital in nature rather than revenue and so the cost of the work will be charged to capital. Because some of the works are on HRA land, two capital schemes needed to be set up, a £560,000 scheme in the E&T capital programme and a £190,000 scheme in the HRA capital programme. Council will be asked to approve a virement on 21st September to transfer £750,000 from E&T revenue budget to central Direct Revenue Financing to fund this capital expenditure.

Whilst the funding has been allocated, approval to implement the programme is required from Cabinet.  The criteria adopted for the selection of sites for treatment is as follows:

a)      where grass verges are already being damaged and are unsightly and improvements to the Streetscene will be possible;

b)      where parking causes obstruction to buses and emergency vehicles;

c)      where parking results in a poor road safety  record; and

             where a number of additional spaces can be provided.

 

 

 

 

DETAILS OF ANY ALTERNATIVE OPTIONS

The only alternative is not to implement the programme of verge parking.  This was rejected as it will not improve the street scene and not fulfil the Councils objectives of improving parking for local residents.
