SUBJECT:

Mason Moor School – Sure Start Satellite Base and Reading/Literacy Base

THE DECISION

Having read the report, including its recommendations and proposals, and following consideration of all other relevant matters, the decision-maker made the following decision: -

 

(i)                 To accept, subject to receipt of the final formal offer from the Single Regeneration Board (SRB) (expected by 30th January 2006), funding of £245,000 towards the costs of the proposed Surestart satellite base/Mason Moor School literacy scheme;

 

(ii)               To accept the award of grant funding from Surestart, in the sum of £264,000, towards the costs of the proposed Surestart satellite base/Mason Moor School literacy scheme;

 

(iii)             To approve the addition of £509,000 to the Uncommitted Section of the Children’s Services and Learning Portfolio Capital Programme to be met by the above grant funding to enable the completion of the proposed Surestart satellite base/Mason Moor School literacy scheme;

 

(iv)              To approve expenditure of £509,000 from the Children’s Services and Learning Portfolio’s Capital Programme, for completion of the proposed Surestart satellite base/Mason Moor School literacy scheme; and

 

(v)               To delegate authority to the Executive Director of Children’s Services and Learning, following consultation with the Cabinet member for Children’s Services and Learning and the Governments Sure Start Unit, to finalise the programme of Capital Works to progress the proposed Surestart satellite base/Mason Moor Literacy Scheme.

 

 

REASONS FOR THE DECISION

  1. Cabinet approved the Surestart MRM Capital Works Strategy in June 2002 revised in November 2002.  The recommendations in this report will progress the development of a second satellite base in line with this Strategy.  These proposals will also address two of the Council’s Five Priorities-“tackling deprivation and inequalities” and “promoting life long learning for all”.
  2. The City Council is the accountable body for Surestart and if the Cabinet does not approve the addition of the proposed funding to the Capital Programme then the opportunity to access Government funding for the benefit of children in this area will be lost.

 

 

 

DETAILS OF ANY ALTERNATIVE OPTIONS

A range of potential sites were identified for the location of the proposed new satellite base following consultations with parents and local agencies.  These are detailed below with the reasons why they were rejected in preference for the Mason Moor site

 

  • Wimpson Methodist Church in Millbrook was also considered but the building was sold by the Church to a private developer and this option was no longer available;
  • A house owned by Health and Community Care which could have been extended was identified as a possibility but this option was unable to proceed when Health and Community Care found alternative use for the premises;
  • The feasibility of buying a private house for refurbishment was considered but the Surestart Regional Team advised against this option.
