1 & 2 Golf Course Cottages, Golf Course Rd – Letting at less than best consideration

THE DECISION

Having read the report, including its recommendations and proposals, and following consideration of all other relevant matters, the decision-maker made the following decision: -

 

To authorise the granting of a new lease to Hamwic Housing Co-Operative Limited for Numbers 1 and 2 Golf Course Cottages at below market rent as detailed in appendix 1.

 

 

REASONS FOR THE DECISION

The lease expired on 17th March 2006.  HHCL are currently occupying the premises by way of a Tenancy at Will.  It is in the interests of both parties for occupation to be regularised by granting a new lease.

 

HHCL provide a service, which assists in addressing the City’s housing needs.

 

A short-term flexible letting to HHCL will enable the Leisure Culture & Tourism portfolio to develop a strategy for the long-term use of these premises.

 

 

 

DETAILS OF ANY ALTERNATIVE OPTIONS

Obtain Vacant Possession of the premises for the Councils own use – At this time the Leisure, Culture &Tourism portfolio does not have an immediate strategy or funding in place for the use of the premises.

 

 

 

 

Allow HHCL to remain in occupation without granting a new lease.  The Co-Operative currently occupies the premises by way of a Tenancy at Will.  A new lease has to be granted in order to protect the Councils position regarding tenancy rights.

 

Obtain vacant Possession - Allowing the premises to become vacant will result in the properties attracting vandalism and adverse publicity.

 

Grant a new lease to HHCL at full market rent – HHCL would be unable to operate their service if a full open market rent is demanded.

 

 

 

OTHER RELEVANT MATTERS CONCERNING THE DECISION

 

In the absence of the Cabinet Member for Resources this decision was taken by Cabinet.
