To approve the proposals / recommendations contained in the report without modification as set out below. (i) To authorise the Director of Children’s Services and Learning to seek Southampton’s inclusion in the national “Building Schools for the Future†programme at the earliest possible date following the expected announcement in January by the government of a re-prioritisation of the programme and to authorise the Director of Children’s Services and Learning to prepare and submit the necessary application to the Department for Children, Schools and Families.
(ii) To authorise the Director of Children’s Services and Learning to seek the approval of the Secretary of State for Children, Schools and Families for the procurement of the two new Academy buildings through the “Academy Building Programme National Frameworkâ€.
(iii) To note the progress in relation to the three sites being investigated for potential relocation of secondary schools as set out in this report, and documents in members’ rooms;
Oasis Academy: Lord’s Hill (New School West)/Five Acre Field Site
(iv) To authorise the Director of Children’s Services and Learning to commission further technical surveys on the Five Acre Field, and the production of more detailed plans to inform discussion with the Department for Children, Schools and Families and Partnership for Schools and OCL on arrangements for the procurement of the new building for Oasis Academy: Lord’s Hill.
(v) To authorise the Director of Children’s Services and Learning to commission the necessary preliminary work up to a limit of £10,000 in order to be able to make an application for outline planning permission for the Oasis Academy: Lord’s Hill on the Five Acre Field site once the funding for the project has been agreed with the Department for Children, Schools and Families.
(vi) To authorise the Director of Children’s Services and Learning to hold discussions with representatives of Sport England to ensure that a strategic view is taken of the overall provision for sport on the west of the city, and to agree ways of optimising playing field provision for both school and community use.
(vii) To authorise the Director of Children’s Services and Learning to hold discussions with the clubs who lease or license playing fields at Five Acre Field to ensure mutually satisfactory arrangements for joint use of the field can be agreed.
(viii) To authorise the Director of Children’s Services and Learning to hold discussions with the emergency services about arrangements for the landing of helicopters on the field to minimise disruption to the daily operation of the school.
(ix) To authorise the Director of Children’s Services and Learning to commission a report into potential future uses for the Oaklands Community School site and buildings including the potential disposal of the whole or part of the site, taking into account the need to achieve a capital receipt to help fund the development of new school buildings in the city, any relevant planning considerations, the use made of the site by the community, and the proposed development of the nearby Lordshill Community Hub. Regents Park Community College/St Mark’s CE Junior School/ former Civil Service Sports Ground
(x) To note that the future of St Mark’s CE Junior School will be considered by the forthcoming primary review, the subject of a separate Cabinet Member decision scheduled for 31st March 2008.
(xi) To authorise the Director of Children’s Services and Learning to have further discussions with the governing body of Regents Park Community College, the governing body of St Mark’s CE Junior School and the Board of Education of the Winchester Diocese of the Church of England, working together with the aim of creating a learning campus on the St Mark’s CE Junior School site including both primary and secondary education.
(xii) To note the progress of the site investigations and to authorise the Director of Resources to take steps to acquire the former Civil Service Sports Association playing fields at the rear of the St Mark’s site from its current owner, Bovis Homes, in order that it can be developed as a playing field for St Mark’s CE Junior School and Regents Park Community College, and made available for community use and to prepare a further report on the options for acquisition of the site.
The Sholing Technology College/Itchen College site
(xiii) To authorise the Director of Children’s Services and Learning to have further discussions with the governing bodies of Sholing Infant School, Sholing Junior School and The Sholing Technology College to work together with the aim of creating a learning campus on the Itchen College site including both primary and secondary education.
(xiv) To authorise the Director of Children’s Services and Learning to commission Southampton Strategic Partnership Property Services to produce a full update on the feasibility of the relocation of The Sholing Technology College to the Itchen College site by April 2008.
Oasis Academy: Mayfield
(xv) To authorise the Director of Children’s Services and Learning to commission further technical surveys on the Grove Park site, including a detailed assessment of the suitability of the existing entrance to the site, and to produce more detailed plans to inform discussion with the Department for Children, Schools and Families and Partnership for Schools and OCL on arrangements for the procurement of the new building for Oasis Academy: Mayfield.
(xvi) To authorise the Director of Children’s Services and Learning to commission he necessary preliminary work up to a limit of £10,000 in order to be able to make prepare an application for outline planning permission for the Oasis Academy: Mayfield on the Grove Park site once the funding for the project has been agreed with the Department for Children, Schools and Families. |
