Expansion of Upper Shirley High School

THE DECISION

To approve the proposals / recommendations contained in the report without modification as set out below.
Having complied with the requirements of paragraph 15 (General Exception) of the access to information procedure rules
(i) That the Cabinet Member for Children’s Services authorise the Executive Director of Children’s Services and Learning to conduct pre-statutory consultation on increasing the size of Upper Shirley High School by 150 places, from its existing 750 places to 900 places
(ii) To authorise the Executive Director, Children’s Services and Learning and the Building Schools for the Future Project Director to undertake any action necessary to give effect to recommendation (i) above.
 

 

REASONS FOR THE DECISION

1. This report is submitted for consideration as an exception under paragraph 15 of the Access to Information Procedure Rules in Part 4 of the City Council’s constitution, notice having been given to the Chair and Vice-Chair of Overview and Scrutiny and Management Committee and the public. The matter requires a decision because it is necessary to take all school organisation decisions outside of school holidays. In order to commence pre-statutory consultation in early September 2009, a decision to commence consultation is needed prior to the end of the summer term 2009.The matter cannot therefore be deferred for inclusion in the next forward plan.
2. For the purposes of BSF the Council has to plan for sufficient secondary school places to meet projected demand in 10 years time. Such an increase in a school’s size requires both pre-statutory and statutory consultation. This consultation has to be completed and a decision taken by the Council before January 2010. Any delay in undertaking this consultation and decision-making will have critical implications for the Council’s BSF programme.
3. The proposal is to provide these additional places at Upper Shirley High School because this is a school in an area which is and will continue to experience growth in demand for places, and it is an increasingly popular and successful school. This is also in line with the government’s policy of expanding popular and successful schools.
 

 

DETAILS OF ANY ALTERNATIVE OPTIONS

Not to increase the number of places. Partnerships for Schools require the number of places for 2018/19 to be calculated and assessed and for the schools within BSF to be funded and built to the agreed predictions. If we do not increase the number of places we will not comply with this requirement and our progression in the programme will be compromised.
