SUBJECT:

The Future Structure and Function of the Council's Own Home Care Services

THE DECISION

To approve the proposals / recommendations contained in the report without modification as set out below.
(i) To approve the development of the Council’s own home care services as a first response rehabilitation and re-ablement service for people needing home care support.
(ii) To determine that all elements of this service will not attract a charge to the service users.
(iii) To delegate authority to the Executive Director of Adult Social Care and Health, following consultation with the Cabinet Member for Adult Social Care and Health and the Solicitor to the Council, to implement these developments.
 

 

REASONS FOR THE DECISION

This approach has clear advantages for the long term provision of care in the City and for service users:
• The provision of such initial response services will mean more people attain higher levels of independence and give users of social care time to plan individualised and imaginative care and support packages to meet their long term needs, supporting their choice about, and control over, their care arrangements. This refocused approach therefore adds value for the additional costs of a more specialised service.
• Maintaining an ‘in house’ service in conjunction with long term externally provided care will mean the Council maintains a service to support any crisis needs in the range of local care service provisions
 

 

DETAILS OF ANY ALTERNATIVE OPTIONS

This proposal follows a review of the options for the future of the Council’s own home care services as agreed by Cabinet on 20th April 2009. Further information regarding the range of options explored are detailed in appendix 2 of this report.
