Report of the Cabinet Member for Stronger Communities providing the Committee with an update on the performance of the recently established Environmental Enforcement Service.

Minutes:

The Committee noted the report of the Cabinet Member for Stronger Communities detailing performance on the provision of an Environment Service. 

 

Councillor Shields, Cabinet Member for Stronger Communities was in attendance and with the consent of the Chair addressed the meeting. 

 

The Committee discussed the following:

 

·  The recent employment of two enforcement officers, their roll and the impact they would have on the service.

·  Success of prosecutions by enforcement.

·  Data collected with regards to fly tipping and how this was being monitored and managed.  

·  The suspension of Community Payback during the pandemic and the affect this was having. 

·  Littering enforcement process and how this was working in conjunction with fly tipping.

 

RESOLVED:  

 

i)  That a breakdown of fly tipping incidents by Ward was circulated to the Committee.

ii)  That the estimated cost to the Council of cleaning up fly tipping was provided to the Committee.

iii)  That, to make it easy for residents, the usability of the Council’s website for reporting fly tipping was reviewed.

iv)  Following analysis of the relevant data, review the location of charity bins in the City to reduce the level of fly tipping.

v)  That fixed penalty notices issued for dropping litter were reviewed to identify if there had been repeat offenders.

vi)  That the Committee review the performance of the Environmental Enforcement Services in six months’ time.
