If you are interested in a council owned asset, building or land please complete a Speculative Enquiry form.

Speculative Enquiry form

Once we have received the form we will assess if the asset is suitable for Community Asset Transfer (CAT).

If the asset is not suitable for CAT we will advise you accordingly.

If the asset is suitable for CAT there are several ways the CAT process can begin:

  1. If the asset is occupied, but not by the organisation who submitted the Speculative Enquiry. Unless it is indicated on the Speculative Enquiry Form that the submitting organisation has done so in partnership with the tenant, we will contact both parties before proceeding further
  2. If the organisation that submitted the Speculative Enquiry is already occupying the asset they will be contacted and asked to complete our checklist
  3. If the asset is vacant it will be advertised for four weeks during which time organisations will be invited to register their interest by emailing CAT@southampton.gov.uk and asked to submit a CAT application

SCC offer an asset for CAT

  1. If SCC offer an asset for CAT. The asset will be advertised for four weeks during which time organisations will be invited to register their interest by emailing CAT@southampton.gov.uk and asked to submit a CAT application

More detail on each of the above can be found on our CAT Flowchart (which is an appendix to our CAT Policy).
