Community Infrastructure Levy (CIL)
The Community Infrastructure Levy (CIL) is a tool for local authorities to help deliver infrastructure to support development as set out under The Planning Act 2008 and The Community Infrastructure Levy Regulations 2010 (as amended).
The money raised from the CIL will be used to fund a variety of infrastructure in the City. This includes strategic transport schemes, flood defences and open space. A portion of the funds will also be allocated for each ward to spend on infrastructure within that ward. This neighbourhood portion is determined on a percentage of the CIL receipts received for CIL liable development that has taken place within that ward.
The following process was undertaken to approve the CIL in Southampton:
- December 2011 – February 2012 formal consultation on the Draft Charging Schedule
- 11 and 12 March 2013 examination hearing held for the Draft Southampton Community Infrastructure Levy Charging Schedule
- 16 April 2013 The Planning Inspector’s ‘Report on the Examination of the Draft Southampton Community Infrastructure Levy Charging Schedule’ received recommending the reduction in the residential charge from £90 per sq. m to £70 per sq. m and clarification regarding student housing
- 17 July 2013 full Council approval of the Charging Schedule and Instalments Policy
- 1 September 2013 the CIL Charging Schedule and Instalments Policy took effect
- 20 May 2022 revised Instalment Policy took effect
