City Centre Action Plan and Core Strategy Partial Review examination

Adoption of the plan

The City Centre Action Plan and Core Strategy Partial Review were adopted on 18 March 2015.

The inspector's report

The examination into the City Centre Action Plan and Core Strategy Partial Review has concluded. We received the Inspector's Report on 1 December 2014. Both plans were found ‘sound’ subject to including Main Modifications identified in the Appendix to the Inspector's Report.

Submission

The City Centre Action Plan and Core Strategy Partial Review were submitted to the Secretary of State in December 2013.  Alongside the actual plans, the council submitted a range of evidence to support the two plans, including:

  • Consultation statements including a summary of key issues raised
  • Copies of the representations received at the proposed submission stage
  • Tables of changes to the CCAP and CSPR proposed by the council in December 2013

Inspector and Programme Officer

The Secretary of State appointed Inspector Christina Downes BSc DipTP MRTPI to conduct the examination. The role of the inspector is to determine whether the two plans are sound, based on the criteria of the National Planning Policy Framework.  The inspector was supported by Irene Smith, the Programme Officer, who organised and administered the examination.

Examination in public

The examination was held 31 March – 4 April 2014, at the Dolphin Hotel, 34-35 High Street, Southampton.

The examination provided a chance for the Inspector to invite people to attend the examination discussion. The participants also submitted further statements in response to the Inspector’s specific questions.

Further consultation

During the hearing sessions, the council agreed to consider various changes to the plans. The Inspector has drawn together a list of the main points  and provided clarification on some of these points in the council's dialogue with the Inspector.
