Proposal for Southampton road works permit scheme (SORPS).
Road works can have a significant impact on residents and businesses. The Southampton road works permit scheme is designed to minimise disruption and inconvenience to road users by managing who can carry out work on the city’s roads and pavements.
The scheme applies to any person or organisation who wishes to carry out road works on the highway within Southampton. This includes works by utility companies, developers, and the city council or its partners.
For every £1 the scheme costs, the public get £5 of added value through reduced pollution, gained travel time, saved operating costs, reduction in accidents and lower fuel costs. In addition, there will be less noise, greenhouse gases and better journey quality.
Southampton City Council has been operating the scheme since March 2015.
The Traffic Management Permit Scheme (England) Regulations 2007 (“the 2007 Regulations”) have been amended by The Traffic Management Permit Scheme (England) (Amendment) Regulations 2015 (S.I 958 / 2015) (“the amendment Regulations”).
This means that the Permit Scheme in Southampton previously given effect by an SI (Statutory Instrument) made by the Secretary of State is to be replaced by an Order made by the City Council under the amended Traffic Management Act. There will be no visible changes to how the scheme operates.
The following documents explain the process to make the change which includes a four week notice period from Monday 17 August to Monday 14 September. The new Order will come into effect on 30 September 2015.
