Permit application guidance

Depending on the type of parking permit you are applying for, you will need to provide documents for proof of residence and proof of the vehicle ownership to obtain a parking permit. Information about the types of proof we accept can be found below.

The issue and use of parking permits is strictly controlled by the zones traffic regulation order. Please read this information carefully.

Remember: Failure to provide the correct documents or enclose a payment (if applicable) will delay your application. If we ask you for more information, you need to respond within three months or your application will be closed and you will not be refunded.

Please read the Resident's Parking Permit eligibility guidance beforehand so you know which types of parking permits you or your property is eligible for.


1. Residents' parking permits

For a temporary residents' parking permit, you will need:

  • Proof of residence in your name and showing the address for which you are applying for the parking permit
  • Copy of the front of the V5 (V5C) document or Proof of Ownership, showing your name and the address for which you are applying for the parking permit

We will not normally issue a second temporary parking permit to the same individual, but does have the discretion to do so where it considers it reasonable and appropriate.

Remember: You will not be able to apply for a full 12-month Parking Permit until the day after the three-month temporary parking permit expires.

For a 12-month residents' parking permit, you will need:

  • Proof of residence in your name and showing the address for which you are applying for the parking permit
  • Copy of the front of the V5 (V5C) document, showing your name and the address for which you are applying for the parking permit

If you still need to register the vehicle at address where the parking permit is needed, or it is currently being processed with DVLA, you will need to apply for a temporary resident’s parking permit first.

2. Visitors' parking permits

For an annual visitors’ parking permit or visitors scratch cards, you will need:

  • Proof of residence in your name and showing the address for which you are applying for the parking permit. Remember: You will only be able to apply for a visitors’ parking permit once you have your resident’s parking permit.

For essential visitors' parking permit, you will need:

  • Proof of residence in your name and showing the address for which you are applying for the parking permit

And one of the following:

  • Letter from your GP or a duly authorised officer of the Council, verifying the need for regular visits to provide care in your home
  • Copy of your Disabled Persons badge. Do not send the original
  • Suitable official written evidence that you are being attended by a personal assistant under the Self Operated Care Scheme, the Independent Living Fund, or equivalent
  • Evidence that you are being attended by a local authority carer
  • Evidence that you are in receipt of attendance allowance or the disability living allowance care component

3. Medical permits

You will need:

  • Signature by you and your line manager. It must then be forwarded to your nominated authorising officer
  • Proof of vehicle ownership

Documents and evidence we accept

Proof of residence

This must be in your name, showing the address for which you are applying for the parking permit:

  • Council Tax bill
  • Bank statement (dated within the last three months)
  • Utility bill (dated within the last three months)
  • Official letter
  • Council/housing association rent books
  • DSS books
  • Solicitor's completion letter
  • Tenancy agreement from letting agency (not handwritten)
  • Child benefit/DWP correspondence

Proof of vehicle ownership (if V5C not available):

  • Copy of the front of the V5 (V5C document)
  • Certificate of motor insurance or cover note
  • Proof of Sale, signed and dated
  • Sales invoice
  • Completed Section 10 'New keeper's details' of the V5 (V5C)
  • Hire agreement, if less than 6 months
  • Lease agreement, if more than 6 months
