The Council has identified that an error occurred during the implementation of Evening Parking Charges.
The evening charges were implemented on 1 November 2022, but the Legal Order was not sealed until 12 November 2022. This meant that the Council was not able to charge for parking in the evening during this period.
The Council formally apologises to all affected customers for the error.
No Penalty Charge Notices were issued for failing to display a Pay and Display ticket in the affected facilities during the period in question.
This does not relate to any evening charges at The Quays car parks or charges in Mayflower Park that are taken before the park closes, as the relevant Legal Order for these facilities was already in place.
To address this error, the Council has taken the following action. For any card payments made at Pay and Display machines or payments taken via Pay By Phone, we have identified the relevant payments and have instructed the providers to refund any evening charges made. This process may take up to two weeks to complete.
Unfortunately, the Council was not able to refund card payments taken at barrier-controlled car parks (Bedford Place, Eastgate Street, Grosvenor Square and Marlands), while some customers would have made payment by cash at either Pay and Display locations or the barrier-controlled car parks.
Therefore, if one of the following applies, please provide details using the enquiry form below.
A) You made a cash payment for the evening parking period* at one of the Council’s Pay and Display parking locations between 1 November 2022 and 11 November 2022, OR
B) You made a cash or card payment for the evening parking period* at a Council barrier-controlled car park between 1 November 2022 and 11 November 2022.

If this occurred on more than one of the given dates, please complete the form for each transaction. If the Council is able to verify the transaction, the Council will offer either a cash refund (to be collected via Gateway) or will send a single-use evening parking pass through the post.
The Council is not able to offer a remedy if the transaction cannot be verified.
*For the period in question, the evening parking period was Monday to Saturday 6-8pm in On Street locations and Monday to Saturday 6pm-12midnight in Off Street locations (including barrier-controlled car parks).
