Townhill Park Estate Regeneration

Plot 5 (Benhams Road) and Plot 6 (Meggeson Avenue) at Townhill Park are out to mini tender as part of the Affordable Homes Framework to four housing providers. ​The mini tender gives the housing providers information about the sites and sets out the council's aspirations for new housing.​

The deadline for the return of tenders is Monday 17 June and once evaluated,​ the council will award the contract to the housing provider with the best housing solution to the site.​

The evaluation will take place in June and the award approval should be confirmed by August. The legal contract will then be finalised.

Hampshire Environmental Services Ltd have been appointed as the contractors for the demolition of three blocks at Rowlands Walk (Plot 9) and two blocks at Benhams Road (Plot 5) to make way for new homes. The demolition has been funded by the Brownfield Land Release Fund.​

Before demolition of the blocks can start, tree protection areas will need to be set up, additional internal surveys need to be carried out, and some trenches need to be checked for any archaeology on the site. Hoarding will then go up on the site and security measures will be put in place.​

The contractor will be contacting the site neighbours, including the local schools, very soon to provide more detailed information.

The council received notice that Drew Smith wished to withdraw from the design and planning application for Plot 2 (which has a boundary of Meggeson Avenue, Townhill Way, Paulet Close and Cutbush Lane), Plot 9 (Rowlands Walk) and 10 (Copse Road site).​ As a result of this, in February 2024, Cabinet approved Plots 2 and 9 to be transferred to the Affordable Homes Framework to be developed by our housing association providers.​​

Plots 2 and 9 will be issued in the second mini tender after Plots 5 and 6.​ It is anticipated that the tender for Plots 2 and 9 will be issued in the summer.​

In February 2024, Cabinet agreed that the delivery method for Plot 10 will be further investigated​. The outcome of Plot 10 will be either, delivery through the Affordable Homes Framework or delivered by the council using the Design Services Team.

The decommissioning of 1-21 Kingsdown Way is nearly complete.​

The decommissioning of 67-87 Kingsdown Way is underway and is due to complete in summer 2024.​

45-65 Kingsdown Way will follow after the completion of 67-87 Kingsdown Way.​

All blocks at Kingsdown Way will be completed by spring 2025.

• The decommissioning of Plot 6 is underway and is due to complete in the summer of 2024​
• The convenience store and other activities in the retail units will not be affected until the block is required for redevelopment​
• Former Local Housing Office is currently the Edge Café running community events and drop ins.

Residents of Plots 12 and 13 would have recently received letters with the following an update on their block.

In summary, the letter explained that the council are currently reviewing the decommissioning of these blocks on Meggeson Avenue and therefore it is not possible to provide a timetabled programme for the decommissioning of these blocks at this point.

Plot 1, 46 Roundhill Close, was the first plot to be developed as part of the regeneration of Townhill Park and offers 56 homes comprised of 50 flats and six three-bedroom houses, completed in April 2019.
