To consider the report of the Director of Legal and Governance and Monitoring Officer detailing proposed minor changes to the Council's Constitution.

The Committee considered the report of the Director of Legal and Governance detailing a proposed review of the Council’s Constitution (Part 1).

 

It was noted that this was the first of a number of stages to review the Council’s Constitution and Governance arrangements. The report specifically looked at minor changes to the Governance and Audit Committees and Scrutiny Inquiry Panel.

 

A further report would be submitted later in the year detailing the wider review of the Constitution taking place in line with the Governance Review that was currently taking place.

 

RESOLVED:

 

(i)  To recommend the proposed changes to the Constitution to Council for adoption including the appointment of 2 independent, non-voting members to the Audit Committee; and

(ii)  To recommend to Council that delegated authority be granted to the Executive Director Enabling Services and Section 151 Officer to appoint up to 2 Independent Members to the Audit Committee for a tenure of 2 years after consultation with the Chair of Audit Committee.
