Triennail Review of the Gambling Act Statement of Licensing Principles Report of Executive Director; Resident Services seeking approval from the licensing committee to recommend to Council the adoption of the Gambling Act Statement of Licensing Principles for 2025 to 2028 as attached. Minutes: The Committee considered the report of Executive Director; Resident Services seeking approval from the Licensing Committee to recommend to Council the adoption of the Gambling Act Statement of Licensing Principles for 2025 to 2028.
Phil Bates, the Service Manager Licensing, was in attendance and with the consent of the Chair addressed the Committee.
In discussion the Committee noted that the Gambling Commission required the policy to be reviewed at least every three years and that following the Licensing Committees approval of the draft at the meeting held on the 26 June 2024, the policy had been out for public consultation from 13 August until 7 October 2024. Following the public consultation several proposed revisions, updates and changes had been identified. The Service Manager, Licensing highlighted and addressed each of these.
The Committee in discussion sought further clarity on the proposed revisions.
The Committee noted that applications for a Large Casino would be subject to review and considered by the Licensing Committee.
The Committee also noted that the Licensing Team continuously monitor the risks and trends associated with gambling harms to ensure that risk assessments are undertaken, and that prevention and intervention techniques are and remain in place at licensed premises.
Following discussions, the committee was in full agreement that the recommendation to Council on the adoption of the Gambling Act Statement of Licensing Principles for 2025 to 2028 be taken forward.
Resolved that, The Committee recommend to Council the adoption of the Gambling Act Statement of Licensing Principles for 2025 to 2028.
