Food Waste Collections To consider the report of Cabinet Member for Environment and Transport seeking approval to implement food waste collections. Additional documents: Minutes: Decision made: (CAB 24/25 48235)
On consideration of the report of the Cabinet Member for Environment and Transport, Cabinet approved the following:
(i) To approve a formal procurement process for the purchase of Refuse Collection Vehicles (RCV’s) for the purpose of food waste collections. (ii) To approve a formal procurement process for the purchase of various caddies and kerbside containers for the purpose of food waste collections. (iii) To delegate authority to the Executive Director - Resident Services to carry out the procurement process and to enter into a contract for the purchase of RCV’s and all bins/caddies for the delivery of the food waste service in accordance with the Contract Procedure Rules. (iv) To authorise the Executive Director - Resident Services, following consultation with the Cabinet Member for Environment and Transport, to take all necessary actions to give effect to the recommendations of this report. (v) To approve the addition, with approval to spend, of £0.309M to the Food Waste Implementation capital project in the Resident Services capital programme funded by government grant. This will increase the capital budget for the project to £2.109M. (vi) To approve the carry forward of the 2024/25 revenue new burdens funding of the value £444,927 into the 2025/26 financial year in advance of the carry forward process in the Financial Outturn report due to be presented to Cabinet in July to enable expenditure to be incurred against this grant immediately in 2025/26. |

Future delivery options for Leisure Services To consider the report of the Cabinet Member for Compliance and Leisure detailing options for the future delivery of Leisure services.
NOTE: This report is submitted for consideration as a general exception under paragraph 15 of the Access to Information procedure Rules in Part 4 of the Council’s Constitution, notice having been given to the Chair of Overview and Scrutiny Management Committee and the public.
The matter requires a decision on 29 April, 2025. The urgency is due to the extremely tight timeframes required to appoint a new contracted operator for Southampton’s leisure facilities, ahead of May. For these reasons the decision cannot be deferred for inclusion in the next Forward Plan for decision following 28 clear days notice.

On consideration of the report of the Cabinet Member for Compliance and Leisure, Cabinet approved the following:
Having complied with Paragraph 15 of the Council’s Information Procedure Rules: (i) To approve the undertaking of a short-term procurement for up to four years for the leisure contract including the Quays Swimming and Diving Complex, Chamberlayne Leisure Centre, Bitterne Leisure Centre, the Outdoor Sports Centre and Alpine Ski Lodge, and the associated sports pitches. (ii) To delegate authority to the Executive Director – Resident Services following consultation with the Cabinet Member – Compliance and Leisure, to agree and award the contract (subject to it being in budget) following completion of the procurement process. |

Residential Respite Provision To consider the report of the Cabinet Member for Adults and Health seeking approval for residential respite provision. Additional documents:

On consideration of the report of the Cabinet Member for Adults and Health and having considered representations from families of the Rose Road Association, Cabinet approved the following:
(i) To approve the expansion of beds available at Kentish Road to fully utilise this asset and deliver the majority of overnight respite from two sites, Kentish Road and Weston Court, noting that this revised model is more cost effective than the current model. (ii) Given the feedback from the consultation, to maintain a mixed economy of provision, as per Option 1b, whereby the Council provides Kentish Road and an external provider provides Weston Court. (iii) To delegate authority to the Executive Director of Community Wellbeing, Children & Learning (DASS & DCS) following consultation with the Cabinet Member for Adults and Health to take any action necessary to give effect to the recommendations, which will include authority to initiate the procurement and award of a contract to an external provider for the delivery of the service at Weston Court. (iv) To undertake a review after 24 months of implementation to ensure that all services, whether internal or external, are operating effectively and key principles (in terms of quality, cost effectiveness and equity of offer) are being met, which, if they are not, will trigger a reconsideration of the options. |
