Setup for Council Tax checklist

If you are moving into the Southampton area (SO14-SO19 postcode) you will need to set up a new account with us. Don’t wait for the ‘new occupier’ letter to come through the door after you have moved. 

Follow this step-by-step process on setting yourself up for paying Council Tax in Southampton:


Step 1: Register for Council Tax in Southampton

Council Tax is a local tax that applies to a residential property. For that property, you’ll usually have one person aged 18 years or over that is responsible or ‘liable’ for that account, such as paying the bill or notifying us of any changes. What we’ll need from you:

  • The date your tenancy starts (if renting)/ date you bought the property (if buying)
  • The date you are moving in to the property (if renting)/ date that you are moving furniture into the property (if buying)
  • If the property is furnished or unfurnished (if renting)
  • Details of the adults 18 years old or over who will be living there – including students etc.

Tell us you’re moving in

Once you have registered with us, we will post your Council Tax bill showing your Council Tax band and a breakdown of your payments. One bill is sent to each dwelling regardless of how many people live there and this may take up to 10 working days.

If only one person aged 18 years old or over lives in the property or the other person(s) in the household are on the exemption list, you can apply for Single Person Discount at the end of the form. Pleas see the full list of discounts, exemptions and reductions.


Step 2: Checking your Council Tax bill

You should receive your bill within 10 working days of registering with us. This will show your Council Tax account number in the top left corner of the bill and the amount due for the current tax year.

When it arrives, please check the following are correct:

  • Names of person(s) who are responsible or 'liable' for the account
  • Address of the property subject to Council Tax
  • Discounts, exemptions and reductions have been applied (if awarded)
  • Total amount you owe
  • Instalment dates and amounts
  • Your payment method

If you believe that you should be receiving a discount, exemption or reduction, please see Step 4.

Remember: If you apply to claim a discount after receiving a bill, you will still have to pay the full amount on your bill until we make a decision. If we do award you the discount, you will receive an amended bill 15 working days after applying.


Step 3: Setting up payment for your Council Tax

Once you have received your bill from us, you can now set up paying for your Council Tax.

Your Council Tax bill will tell you:

  • How much you have to pay for the current tax year
  • How that amount has been worked out
  • The dates by payments must reach us

Normally, this is split into ten monthly payments (instalments), payable from April to January, unless you have chosen to pay in twelve instalments, or to pay in full in April.

Using your account number found in the top left corner of the bill, there are several ways to pay your Council Tax which best suits your circumstances, such as Direct Debit.


Step 4: Apply for discounts,exemptions and reductions

Once you have registered with us, you can now apply for any discounts, exemptions or reductions that you believe you are eligible for, such as student exemption or Single Person Discount. You can visit our webpage here to see the full list of discounts, exemptions, and reductions.

Remember: If you apply to claim a discount after receiving a bill, you will still have to pay the full amount on your bill until we make a decision on your claim. If we do award you the discount, you will receive an amended bill 15 working days after applying.


Step 5: Letting us know of any changes to your account

You will need to let us know about any changes that affect your Council Tax account such as household details, address or circumstances as soon as possible so we can make sure your account is up to date.
