Affordable Housing Framework

The council has appointed four housing providers to the Affordable Housing Framework who will work in partnership with the council to deliver much-needed affordable homes on council land across the city.

The four housing providers, Abri Group, Hyde Group, Sovereign Housing Association and Stonewater Ltd will work alongside the council to utilise council-owned land to address the significant need for affordable housing.

The Affordable Housing Framework partnership will support the provision of much-needed, high-quality, secure, and suitable homes in which people can feel safe and flourish.

The Invitation to Tender documents for Southampton City Council’s (SCCs) Affordable Housing Framework have now been released. Qualifying organisations and housing providers can now apply to tender by completing the documentation via Contracts Finder or Find a Tender. If you are not are not registered on the SCC e-procurement portal you can register here.

Please note, the deadline to register is 12pm on Wednesday 31 May 2023.

On Tuesday 20 December 2022 Southampton City Council approved the first set of council-owned sites to be transferred to Affordable Housing Providers as part of the new Affordable Housing Framework which was approved at Cabinet earlier this year.

Following approval at Cabinet on 14 March 2022, we launched a new Affordable Housing Framework at an online event on 22 March 2022.

The new framework proposal sets out a new strategy for delivering affordable homes, general needs and specialist housing, across the city including:

• Social rented
• Affordable rented
• Shared ownership
