Motions


A. Submitted by Councillor Smith

This Council deplores the decision of Labour and Liberal Democrats to form a coalition as a means of forming the Executive.
The Council believes this demonstrates contempt for the electorate of Southampton.

B. Submitted by Councillor Bogle:

This Council welcomes the recent 'Southampton Shows Off' initiative, promoting the wide range of artistic talent this city has to offer and helping put Southampton 'on the map’, together with the forthcoming launch of Hidden Histories, Southampton City Vision Centre and illumination of the city walls.

This Council recognises the importance of arts, heritage and creative industries to the quality of life in the city and its benefits for economic regeneration, in line with the City of Southampton Strategy, PUSH priorities, and the Government’s ‘Creative Britain’ agenda. Council also welcomes the commitment of the Arts Council and SEEDA to significant new investment in arts and culture in Southampton.

This Council supports the aspiration for Southampton and partners in the PUSH area to achieve a successful bid as joint City of Culture by the 2020s.

C. Submitted by Councillor White

This Council calls on the Strategic Health Authority to be fully informed by open, widespread, meaningful and detailed consultations with the people of Southampton and this Council, before considering the addition of fluoride to the water supplied to the City of Southampton by any relevant water authority.

D. Submitted by Councillor Moulton

This Council notes that the Government wishes to see a fully functional Extended Schools programmes in place by 2010, where all children are to be offered activities or child care provision from 8am in the morning till 6pm in the evening in the form of a wrap around scheme to the school timetable.

This Council notes that Southampton Solent University (SSU) has 1,500 students on various sports courses ranging from foundation Sports Studies to specialist Sports Science Degrees and that it has the largest resource of qualified coaches in Southampton.

This Council welcomes the proposal from SSU to create an Extended Schools programme within Southampton and agrees to commit £50,000 to pilot this programme in 08/09.

This Council welcomes the opportunity to work with SSU and benefits that the programme will bring; namely, encouraging a healthier lifestyle amongst the children of the City and combating obesity, providing positive activities and reducing antisocial behaviour, encouraging sports club links and providing valuable work experience to SSU students.

E. Submitted by Councillor Moulton

This Council notes that the Identity Cards Act 2006 will have an affect upon all of the residents of Southampton. This Council believes:

1) That the cost of integrating ID Cards into council systems will represent a huge financial burden on the City without any comparable benefits.
2) That the disadvantages of such a scheme will outweigh any likely benefits to the residents of Southampton.
3) That the scheme will do little, if anything, to prevent terrorism, crime or fraud.
4) That the National Identity Register (NIR) database that underpins the ID Card scheme may facilitate identity fraud, and the potential state abuse of human rights.

5) That the ID Card and NIR database fundamentally alters the relationship between the state and the individual.

This Council resolves to:

1) Take no part in any pilot scheme or feasibility work in relation to the introduction of the ID Cards or the NIR, unless specifically required to do so by law.
2) Make it a policy of the Council to ensure that ID Cards will not be required to access Council services or benefits, unless specifically required to do so by law.
3) Only co-operate with the ID Card scheme where to do so otherwise would be unlawful.
4) Ask that the Leader of the Council write to the Home Secretary expressing these views and asking her to reconsider her insistence on pushing forward with this scheme.

Appointments To Committees, Sub Committees And Other Bodies

In light of the change in Administration, a revised schedule showing the Committees, Sub-Committees and other bodies appointed by the Council will be tabled at the meeting.

The Leader to move that, subject to alterations as may from time to time be made by the Council, the necessary Committees, Sub-Committees and other bodies and external organisations be appointed by the Council with the number and allocation of seats to political groups as set out in the schedule to be tabled at the meeting.

Annual Audit And Inspection

Report of the Leader of the Council formally receiving the 2007 Annual Audit & Inspection Letter from the Audit Commission and detailing a number of areas where further improvements could be made to ensure that the recommended actions are progressed during 2008/9, attached.

Report of the Chair of the Overview and Scrutiny Management Committee seeking the Council's support in principle for a revised overview and scrutiny structure to take effect for the 2008/09 municipal year, attached.

Safe City Partnership’s Partnership Plan 2008-11

Report of the Cabinet Member for Health, Adult Social Care and Communities seeking approval for the Council's contribution to the delivery of the Safe City Partnership's Partnership Plan 2008-11 under the obligations of the Crime and Disorder Act 1998 and the Police and Justice Act 2006 to reduce crime, disorder, the effects of misuse of drugs, alcohol and other substances and other behaviour adversely affecting the local environment, attached.

Local Development Framework Core Strategy Submission Document

Report of the Cabinet Member for Planning and Transportation seeking approval to publish the revised submission version of the Core Strategy (regulation 28 stage) (approved at Council on 19th September, 2007 now incorporating the comments of the Government Office for the South East (GOSE)) for public consultation and submission to the Secretary of State, attached.

Exclusion Of The Press And Public

The Mayor to move that in accordance with the Council's Constitution, specifically the Access to Information Procedure Rules contained within the Constitution, the press and public be excluded from the meeting in respect of Appendix 1 to Item 15.by virtue of Category 3 (Information relating to the financial or business affairs of any particular person including the Authority) of paragraph 10.4 of the above Rules. It is not considered to be in the public interest to disclose this because publication of this information could influence bids received for property which may be to the Council’s financial detriment.

Primary School Rebuild Projects – Approval Of Additional Costs And Intended Use Of Capital Receipts

Report of the Cabinet Member for Children's Services seeking approval for expenditure on rebuild projects at Redbridge and Harefield Primary Schools, declaring land at Harefield and Vermont Close surplus as a means of funding towards the scheme costs and recommend that capital receipts be added to the Children's Services and Learning Capital Programme to fund various scheme costs, attached.

Building Schools For The Future

Report of the Cabinet Member for Children's Services demonstrating the Authority's commitment to make a "Readiness to Deliver" Submission for Building Schools for the Future to the Department for Children, Schools and Families and Partnership for Schools by 11th April, 2008 following an invitation from them on 25th February, 2008, attached.
