The Chair’s for the various scrutiny panels for 2021/22 were agreed at the Council’s AGM on 19 May 2021. They are as follows:

  • Overview and Scrutiny Management Committee (OSMC) – Cllr L Fielker
  • Health Overview and Scrutiny Panel (HOSP) – Cllr E Prior
  • Children and Families Scrutiny Panel (CFSP) – Cllr M Guthrie
  • Scrutiny Inquiry Panel – Cllr S Vaughan

Scrutiny meetings are now taking place in person following Covid protocols. Meetings continue to be live streamed by the Council, details of how to access the live stream will be provided on the agenda page for the meeting. This will be available in advance of the meeting.

We continue to welcome and encourage residents and stakeholders to engage in the scrutiny process. Accessible Southampton Scrutiny Inquiry – Cllr S Vaughan

Two meetings of the Inquiry have been held, the last meeting being on 18 November 2021 where the Panel considered the issue of accessibility to the built environment and public spaces. Following the agreed terms of reference, at the 2 December 2021 meeting the Panel will be considering the accessibility of transportation in Southampton.

To inform the discussions and to ensure that the views of Disabled People are properly represented throughout the Inquiry, SPECTRUM Centre for Independent Living (CIL) are convening focus group meetings before each meeting. If you would like to attend a focus group meeting please email Ian Loynes at SPECTRUM CIL.

The Panel will be encouraging feedback throughout the inquiry and members of the public are welcome to attend meetings of the Panel virtually. Scrutiny inquiries can consider written evidence and members of the public, community groups, or other key stakeholders can write in to bring evidence to the attention of the Panel. Children and Families Scrutiny Panel (CFSP) – Chair Cllr M Guthrie

The next meeting of the CFSP will take place on 25 November 2021. The published agenda includes the following items:

  • SEND and Children with disabilities
  • Child Friendly Southampton – Update
  • Destination 22
  • Children & Learning Performance

Health Overview and Scrutiny Panel (HOSP) – Chair Cllr E Prior

The next meeting of the HOSP will be on 9 December 2021, commencing at 6.00pm.  The provisional agenda is as follows:

  • Integrated Care System - Local Place discussion
  • Findings from the Independent Review of Southern Health Foundation Trust

Overview and Scrutiny Management Committee (OSMC) – Chair Cllr L Fielker

A special meeting of the Committee was held on 9 November 2021 to consider the Call-In of a decision made at Cabinet in October relating to properties at Northern Above Bar.  This was followed by the scheduled meeting of the OSMC on 11 November 2021.

The next meeting of the Committee will be on 16 December 2021 where the provisional agenda includes the following items:

  • Update on budget forecast for 2022/23 onwards and savings plans
  • Strategy for the Provision of Support in Safe Accommodation
  • Customer Access Strategy
  • IT Strategy
