Mutual exchange

Council or housing association tenants can 'swap' properties. We call this a mutual exchange.

Use Homeswapper to find tenants to swap with. Registration is free.

You can usually only move to a property which meets your needs. For example, one that does not have more bedrooms than your household requires. You will not be able to move if you have any rent arrears.

If you agree to an exchange, you are accepting the property as it is. This includes its condition, all fixtures and fittings. You will also become responsible for any alterations or works that the last tenant made to the property.

Apply for a mutual exchange

If you are a council tenant, you must first find someone to swap with. You must then complete a mutual exchange application. The application needs some proofs. You must supply these proofs before we can review your application. Any other parties involved in the swap will also need to apply.

You cannot swap homes without getting our agreement.

Before you fill in this form

You will need:

  • Proof of identity for you and anyone in the household
  • Proof of address for you and anyone in the household over the age of 18
  • If not a UK citizen, proof of settled or pre-settled status, or pending applications
  • If not a UK citizen, proof of National Insurance

I have already applied for a mutual exchange

It can take up to 42 days for us to make a provisional decision. This period begins once we have applications for all the involved parties and the required proofs. We will send you the decision in writing.

We only need to make the decision within 42 days. This does not mean that your exchange will be completed in this time.
