Following local and national activity, Southampton City Council declared a climate emergency in 2019. The council published its Green City Charter, identifying key priorities to create a cleaner, greener, healthier and more sustainable city.
Since then, we have gone on to demonstrate how we intend to deliver on this Charter through the Green City Plan. This includes a target to be a net zero organisation by 2030 and an ambition to be a zero-carbon city by 2035 as set out recently in the Southampton City Council Corporate Plan (2022-2030).
Solar panels and Healthy Homes
Our Climate Change Strategy and Action Plan is due to be adopted in late Autumn 2023. It identifies that we will seek opportunities to provide all Southampton households with support and advice on property energy performance by ensuring the Healthy Homes service is available to support those in fuel poverty and also to promote opportunities to households in the able to pay sector. Solar Together is one of those opportunities which we are looking to promote to help households through the process of purchasing solar panels to help reduce long term energy bills and emissions across the city.

Solar Together Hampshire is an innovative new scheme offering high-quality solar photovoltaic (PV) panels and battery storage. It is a group-buying scheme, which brings Hampshire’s households together to get high-quality solar panels at a competitive price, helping you through the process and keeping you informed at every stage.
Solar PV installations are considered a 'permitted development' and will generally not need planning permission.
