This information has been developed to help you implement Southampton City Council's (SCC) policy for managing Asbestos Containing Material and to assist you to understand your roles and responsibilities to ensure the council meets its statutory duty under the Control of Asbestos Regulations 2012.

The Authority's Asbestos Policy. This can be downloaded from the foot of the page. The Asbestos Policy details "Organisational Responsibilities" "The processes, instruction and guidance needed by staff, tenants and visitors to deliver" and "The council's strategic aims and objectives regarding asbestos".

SCC's Asbestos database provides up-to-date information on asbestos-containing materials within council owned properties. It also forms the basis of the council's asbestos management plan and Regulation 4 (Control of Asbestos at Work Regulations) responsibilities. The database now enables users to submit an asbestos service request directly to Pollution and Safety, and also monitor the progress of the request through to completion.

The HSE Asbestos microsite provides all the HSE information on managing or working with asbestos containing material.

Asbestos Task Sheets are the Council's procedures for competently trained staff to carry out non-licensed work on asbestos containing materials.

Asbestos Actions Returns Form

To ensure the Asbestos database is kept up to date, any SCC employee, or any subcontractor working on SCC's behalf, who removes, encapsulates or repairs any asbestos-containing materials from SCC property must complete the Asbestos Actions Returns Form, and return it to the Asbestos Regulatory inbox: Asbestos.RegulatoryService@southampton.gov.uk. This includes “minor works” undertaken by normal Trades and any tasks requiring a licensed asbestos removal contractor. This form can be downloaded from the foot of the page.

Asbestos Task Sheet

Asbestos Task Sheets are the Council's equivalent to the HSE Asbestos Essentials.
