Motions

A. Councillor Letts to move that:
Southampton City Council welcomes the work undertaken on the Fuel Poverty Scrutiny Inquiry and notes that 418 MPs supported the Warm Homes Act during its passage through Parliament.
Council further notes that a recent High Court judgement ruled that the targets in the Warm Homes Act 2000 were not targets but merely “aspirations”. Council believes that urgent action is needed to help the 4 million people living in fuel poverty in the UK. Council therefore supports David Heath MP’s Fuel Poverty Bill (introduced into Parliament with cross-party support on 21st January) which seeks to reinstate the statutory duty to end fuel poverty and focuses on increasing the energy efficiency of the housing stock of the fuel poor. It also requires energy suppliers to provide social tariffs to vulnerable customers in the short-term.

Council further notes that as the largest landlord in the South East, the Council has a responsibility to do all in its power to improve the energy efficiency of its own housing stock. Council resolves to urge the Executive to:-

- Write to the Secretary of State for Energy and Climate Change, Ed Miliband and the Climate Change Minister, Joan Ruddock urging them to support the Fuel Poverty Bill

- Write to local MPs urging them to pledge to attend the House of Commons and vote for the Fuel Poverty Bill at its Second Reading debate on Friday 20 March.

- Set out and at the earliest practical time meet an improved energy efficiency standard for the Council’s own housing stock.

B. Councillor Baston to move that:

The Council notes the decision of Hampshire SACRE on 24th February to make available a report on Teaching about Creationism and Evolution in Schools, intended for 11-14 year olds, to secondary schools in Hampshire.

Whilst these are both important topics of discussion, the effect of the report would be that evolution, creationism and “intelligent design” would be taught in the same unit and given the same weight. At key stage 3, pupils may not have studied the complex subject of evolution in science classes. It is of concern that some of the material provided for discussion in the report is unreliable. In these circumstances an “informed debate” is not possible.

The Council considers that science, a matter of fact, and religion, a matter of belief, should continue to be taught separately, and requests that Southampton SACRE be informed of our views.

C. Councillor Damani to move that:

Ethical trading is at the centre of the local government's responsibilities to the local community and the environment. In recognition of the importance placed upon ethical trading by the public sector Council requests the Executive to undertake a survey of goods and service providers to the Council to assess their commitment to and delivery of ethical trading, and report back to the Council on its findings within six months.
