High risk food not of animal origin

High risk foods and feed not of animal origin has been identified as a potential risk to human health due to it originating from a country where the food has been found to have higher than acceptable levels of contamination by aflatoxins, pesticides, salmonella or dioxins or due to it containing genetically modified ingredients.

1. Common Health Entry Document (CHED-D) on IPAFFS (some exceptions) - original
2. Commercial documents (packing list, commercial invoice, bill of lading, ingredients list)
3. Depending on the type of product and requirements laid out in the relevant legislation - a model health certificate and analytical report (this mostly applies to products listed in Annex II of Retained Regulation (EU) 2019/1793)

Not all HRFNAO will require checks at the Border Control Post. Whether or not checks are required at the Border Control Post is based on the percentage of imports of that product through a border control post as determined under relevant legislation.

Consignments selected for checks at the Border Control Post are physically checked to see that the product remains fit for its intended purpose. They are then sampled to determine if the relevant potential contaminant is present, and if so, present below levels deemed acceptable for entry into Great Britain and Northern Ireland. The weight of the sample taken and the number of cartons/units sampled is determined by the relevant legislation.

Products failing to satisfy import conditions may be re-dispatched to a country outside GB. A legal notice is served requiring that the product is to be re-dispatched or destroyed. An appeal may usually be brought to a Magistrates Court and must be made within one month of the notice being served. If the consignment is deemed to be a risk to human or animal health or where the person responsible for the consignment fails to comply with its re export, it must be sent for destruction. All costs for destruction are to be met by the person responsible for the container load.
